Support the establishment and development of retail businesses in Montreal

The Fonds Entrepreneuriat Commercial is intended for Montreal start-ups and growing businesses in retail. It aims to:

  • provide support for their establishment and growth as well as e-commerce projects for these businesses.

Financial Assistance

To support retail entrepreneurship projects, a grant of up to $25,000 can be obtained. This grant must not exceed 25% of the total cost of the business project.

Eligible Businesses

To be eligible for financial assistance, the business project must come under one of the following sectors or subsectors of economic activity described in the North American Industry Classification System (NAICS):

  • Sectors 44 and 45 (retail trade), with the exception of subsectors 441 (motor vehicle and parts dealers) and 447 (gasoline stations)
  • Subsector 722 (food services and drinking places)

Eligibility Requirements

To be eligible for a grant from the Fonds Entrepreneuriat Commercial, the following conditions must be met:

  • Be a Canadian citizenship or a permanent resident
  • Be constituted of legal persons, registered with the Registraire des entreprises du Québec*
  • If a corporation, be majority-owned by Canadian citizens or permanent residents of Canada
  • Have a Montreal-based business address, and have a head office in the province of Quebec
  • Submit a business plan or project summary, current or projected financial statements and any other document deemed relevant
  • Demonstrate that the business brings added value to the existing retail offer;
  • Provide a minimum cash down of 20% of the total project value, which cannot be less than $5,000
  • Have obtained the certificate of occupancy and any other permit required to carry out its business project
  • Not be in debt to the Crown for amounts owed under the tax laws

* The legal forms admitted are the Business corporation, the non-profit legal person and the cooperative. Sole proprietorship, or commonly known as self-employed person, and general partnership are not eligible for the fund.

Eligible Expenses

Only expenses related to the business project are eligible.

Each application is evaluated by a joint investment committee, that establishes the qualification of the entrepreneur and of the project in relation to the objectives and requirements of the Fund's policy.

Retail businesses consolidation due to COVID-19

The purpose of this fund is to assist street-level businesses (you must have your a own separate entrance from the street) with projects to consolidate or resume activities in the wake of changes brought about by the COVID-19 pandemic, with a view to reaching a threshold of viability, in particular through:

  • Digitalization of the company
  • Setting up an online boutique
  • Changing the physical layout of the business premises to implement preventive measures

Financial Assistance

The financial contribution (grant) is for a maximum of $10,000 and may not exceed 75% of the total cost of the business project.

Eligible Businesses

To be eligible for financial assistance, the business project must come under one of the following sectors or subsectors of economic activity described in the North American Industry Classification System (NAICS):

  • Sectors 44 and 45 (retail trade), with the exception of subsectors 441 (motor vehicle and parts dealers) and 447 (gasoline stations)
  • Subsector 722 (food services and drinking places)
  • Subsector 812 (personal and laundry services), except subsectors 8122 (death care services) and 81293 (parking lots and garages).

Companies receiving grants or other financial contributions from PME MTL for the same business project are not eligible for this fund.

Eligibility Requirements

To benefit from this fund, the company must:

  • Demonstrate that, as a result of the COVID-19 pandemic, access to the place of business where the business project is being carried out is closed or has been temporarily closed to clientele.
  • Provide a down payment of at least 10% of the total cost of the project.

Required Documents

The company must submit the following documents for analysis when submitting its application for financing under this fund:

  • A business plan or executive summary including a cash flow budget for a minimum of 12 months (please include a description of the business, the nature of the project and market description).
  • A document explaining the negative impacts of the COVID-19 pandemic on its activities.

The company will then have to provide:

  • One of the two following documents:
    • If the company owns the building where the business project is to be carried out, provide a copy of a document establishing that it is the owner according to the entry in the land register.
    • If the company rents the building where the business project is to be carried out, a copy of the lease for which the remaining term at the time the contribution is granted must be a minimum of 2 years.
  • Proof of payment of government remittances (GST/QST, DAS, income taxes) as at December 31, 2019, from both levels of government (documents available via ClicSÉQUR and CRA);
  • Proof of capital outlay of at least 10% of the total cost of the project.
  • Certificate of occupancy of the business.

Additional documentation may be required during the application process.

This section applies until December 31, 2021.
