$37M in 2025: Record results in a context of economic uncertainty, reflecting the vitality of Montréal businesses  

PME MTL, the City of Montréal’s business support network, unveils the results of its 2025 Annual Report. PME MTL marks 10 years of service to local communities and announces a record $37 million in financing granted over the past year. 

“SMEs account for more than 99% of all businesses in Quebec. They are at the heart of Montreal’s economy and the vitality of our neighbourhoods. With the support of our six service hubs and 120 network specialists, nearly 3,800 businesses receive personalized support each year. These results demonstrate PME MTL’s impact and its essential role in supporting the success of our local enterprises.,” said Soraya Martinez Ferrada, Mayor of Montréal. 

Rising investment levels reflect the City of Montréal’s sustained commitment to businesses, at a time marked by tariff tensions, rising costs, and global economic uncertainty. 

Growth in investments and jobs created and maintained over the past three years 

  • 2023: $24.5M 
  • 2024: $30M 
  • 2025: $37M 

“In one of the most challenging economic contexts we have experienced, setting a record investment level of $37M sends a strong message: the City of Montréal continues to believe in its entrepreneurs, and PME MTL is active on the ground to bring its development vision to life. What makes our network strong is its close connection to the field. This proximity allows us to adapt our services and financing tools to act with relevance. We turn public investment into lasting results for our communities,” explained the Executive Directors of PME MTL’s six service hubs: Annie Bourgoin, Marie-Claude Dauray, Michelle Laflamme (DGI), Nathalie Robitaille, Marc‑André Perron, and Gilbert Samaha. 

“More than ever, entrepreneurs need partners committed for the long term. That is what PME MTL has embodied for ten years: close relationships, a network anchored in local communities, and the conviction that economic development must be inclusive and sustainable, for all Montrealers,” they concluded. 

Sustainable businesses and multiplier effects for Montréal’s economy 

In 2025, financing provided by PME MTL contributed to the creation of nearly 1,500 new jobs and the maintenance of close to 7,000 existing positions within supported businesses, for a total of nearly 8,500 jobs created and maintained. 

In this 10th anniversary year, PME MTL highlights that 86% of the businesses financed over the past decade remain active, tangible proof of the effectiveness of its support. 

 Tailored support at every stage 

PME MTL serves as Montréal’s Espace PME innovation, within Quebec’s network of 18 Espaces. This role positions the organization as a strategic entry point for SMEs seeking to structure, accelerate, or commercialize innovative projects. PME MTL also continues its collaboration with the Conseil de l’innovation du Québec to facilitate access for Montréal businesses to innovation advisors. 

In response to the tariff threat imposed by the United States, a commercial innovation project aimed at strengthening the resilience of 100 local SMEs was developed in 2025. 

In 2025, 2,062 specialized support interventions were delivered, primarily in: 

  • Commercial entrepreneurship: 668 
  • Innovation: 637 
  • Industrial development: 513 
  • Sustainable development: 244 

Of these, 20% supported start-up projects or early-stage businesses, while 80% focused on companies in growth phases. 

Thanks to the efforts of a multidisciplinary team of specialists, PME MTL actively advances the vision of the City of Montréal’s Economic Development Plan 2030: fostering a sustainable, inclusive, innovative economy rooted in local territories. 

Diverse and innovative businesses supported by PME MTL 

Behind every statistic is a business, a project, and a team. Here are four examples that illustrate the diversity and innovative strength of the companies supported by PME MTL: 

  • Founded in 2024 at the heart of Montréal’s video game ecosystem, Élisa Interactive is developing AI-driven software that automates 3D scene composition. By allowing artists to describe a scene in everyday language and enabling the assistant to automatically place objects in Unreal or Unity, Élisa positions itself as a unique tool within studio creative pipelines. With financial support from PME MTL Centre‑Est, the company is accelerating its market entry with both local and international studios. 
  • The only commercial fish farm on the Island of Montréal, Opercule has developed an integrated urban agriculture model that combines food production and processing in a controlled environment. By bringing production closer to markets and structuring a more resilient local food supply chain, the company embodies a concrete vision of a sustainable economy. PME MTL Centre‑Est is supporting Opercule in optimizing its operations to fuel its growth.

  • Specializing for over twenty years in paint stripping on metals, GreenSolv has developed internationally recognized expertise in the aerospace, industrial, and advanced manufacturing sectors. Its process promotes material reuse and recovery, aligning with the principles of a circular and sustainable economy. PME MTL Ouest-de-l'Île supported GreenSolv during a key growth phase, helping them commercialize its solutions with international clientele.

  • Founded in 2019, Good Protein has established itself as a Canadian reference in plant-based nutrition with its all‑in‑one shakes rich in protein, fiber, and probiotics. In just a few years, the company has sold tens of millions of shakes and expanded distribution well beyond Quebec, proving that a locally rooted Montréal company can achieve national reach. PME MTL Grand Sud-Ouest supported the company during its growth phase, backing its commercial expansion into rapidly growing markets. 

Montréal’s economic resilience also relies on social economy enterprises, whose support has doubled since 2015 

Montréal’s economic resilience is also driven by its social economy enterprises, which provide concrete solutions to collective challenges while strengthening neighborhood vitality. In 2025, nearly 20% of the businesses supported by PME MTL came from this sector, demonstrating their growing role in the metropolis’s economic fabric. Specialized support for social economy enterprises has doubled since 2015. 

  • The Tite Dent Cooperative is a strong example. Its mission is to democratize access to dental care by offering services at reduced prices to the most vulnerable populations. At a time when inequalities in access to healthcare remain stark, Tite Dent proposes an alternative model that balances economic viability, fair working conditions for healthcare professionals, and democratic governance. PME MTL Centre‑Est supported the development of this model, helping anchor a high‑impact social initiative within the community.
